The Right Tools for the Job

There is a line in this safety video that sums the whole subject up neatly:

“You wouldn’t think of going fishing without bringing along the right tools for the job, would you? Then why go to work without wearing the correct PPE for whatever job you do?”

It is a simple point, but it is one that gets ignored on sites every week. Personal protective equipment is the kit that stands between you and the hazard when everything else has failed. Get the selection, fit and condition right, and it does its job quietly in the background. Get it wrong, and you are effectively working unprotected while believing you are covered.

The video is American and refers to OSHA regulations, but the principles translate directly to UK sites. Here is how it maps onto the legislation and standards you will be asked about in the ECS HS&E test.

What Counts as PPE?

The video lists the usual suspects, and the list is worth memorising because ECS questions often ask you to identify what is and is not PPE:

  • Safety helmets — protection against falling objects and head strikes
  • Eye protection — safety goggles, spectacles and face shields
  • Hearing protection — ear defenders and earplugs
  • Gloves — chemical, cut-resistant, or insulating depending on the task
  • High-visibility clothing — vests, jackets and trousers
  • Safety footwear — toe protection, midsole protection, slip resistance
  • Fall protection — harnesses, lanyards and connectors

“PPE can prevent painful and possibly crippling injuries while you work. After all, nobody wants to get hit by a falling object, poked in the eyes, burned by chemicals or fall into a deep hole.”

For electricians there are additions the video does not cover: insulating gloves and arc-rated clothing where there is a risk of arc flash, and insulated tools to BS EN 60900 when working near live parts. Note that insulated tools are technically work equipment rather than PPE, but they belong in the same conversation about protecting yourself at the point of work.

In the UK, the duties around PPE sit across several pieces of legislation:

COSHH 2002Where hazardous substances cannot be controlled by other means, suitable PPE such as gloves and RPE must be provided.
Work at Height Regulations 2005Governs collective and personal fall protection where working at height cannot be avoided.
Control of Noise at Work Regulations 2005Sets action values that trigger the provision and mandatory use of hearing protection.

Under Section 9 of HASAWA 1974, your employer cannot charge you for PPE required for your work. If someone tells you to buy your own hard hat or hi-vis, that is not how the law works.

PPE Is the Last Line of Defence

This is the single most examinable point on the topic. Under the Management Regulations 1999, you must work through the hierarchy of control before reaching for PPE:

  1. Eliminate the hazard — can the work be done another way? Safe isolation removes the electrical hazard entirely rather than protecting against it.
  2. Substitute — use a less hazardous material or method.
  3. Engineering controls — guarding, barriers, local exhaust ventilation, on-tool dust extraction.
  4. Administrative controls — permits to work, safe systems of work, training, signage, rotating tasks to limit exposure.
  5. PPE — last, because it only protects the individual wearing it and only while it is worn correctly.

PPE fails in ways that engineering controls do not. It can be forgotten, worn wrongly, damaged without you noticing, or simply not fit. That is why it sits at the bottom of the list. Selection: Match the PPE to the Hazard

“It’s important to choose the correct PPE for the types of hazards you encounter on your job.”

Selection starts with the risk assessment. You cannot pick sensible PPE until you know what you are protecting against. A few practical examples from electrical work:

  • Drilling or chasing masonry — eye protection to BS EN 166, hearing protection, and RPE rated FFP3 for silica dust
  • Working in a live panel for testing — arc-rated clothing, face shield, insulating gloves, insulated tools
  • Pulling cable in a ceiling void — gloves, eye protection, knee protection, dust mask
  • Working from a MEWP or on scaffold — helmet with chinstrap, harness and lanyard where required
  • Handling flux, resins or solvents — chemically appropriate gloves selected under COSHH, not just any glove

That last point matters more than most people realise. A glove that stops a cut may dissolve on contact with a solvent. Check the manufacturer’s data, not the colour.

Fit and Condition

The video makes two points here that ECS questions love:

“Personal protective equipment that not only fits you well but is also in good working order, without cracks, tears or holes.”

Fit. PPE that does not fit does not protect. Loose eye protection lets debris in from the side. A harness that is not adjusted correctly will not distribute the load in a fall. Ill-fitting RPE leaks around the face seal — which is why tight-fitting respirators require face fit testing and why you cannot achieve a seal through a beard. The 2022 amendment to the PPE Regulations reinforced that employers must consider fit, not just supply.

Condition. Inspect before every use:

  • Helmets — cracks, deep scratches, crushed harness, expiry date on the shell
  • Eye protection — scratches that impair vision, cracks, damaged frames
  • Gloves — holes, splits, contamination, degradation from chemicals
  • Footwear — worn soles, exposed toe cap, split uppers
  • Harnesses and lanyards — cut or frayed webbing, corroded or distorted hardware, missing inspection tag

Fall arrest equipment additionally requires formal recorded inspection at least every six months under the Work at Height Regulations 2005, and every three months where used in harsh conditions. Anything that has arrested a fall goes out of service permanently.

If You Are Not Sure, Ask

The video is refreshingly blunt about this:

“If you have any questions about the type or quality of PPE that’s right for your job, he or she is the one you should talk to.”

On a UK site, that means your supervisor, site manager or principal contractor. You can also check the site induction pack, the RAMS for the task, your company safety handbook, and HSE guidance online. Asking is never the wrong move — arriving at a task without the right protection and cracking on anyway is.

You also have a legal duty under Section 7 of HASAWA 1974 to use PPE as instructed and to report defects. Wearing damaged kit and saying nothing puts you in breach as well as at risk.

Building a Culture of Safety

“Wherever you work and whatever you do, there should be a culture of safety at your workplace — one that’s enforced and encouraged every day. No excuses, no exceptions.”

That culture is what turns PPE from a box-ticking exercise into something that actually works. It means supervisors wearing the same kit they enforce, defective equipment being replaced without an argument, and nobody being made to feel awkward for stopping a job because the right protection is not available.

The video closes with four steps that make a solid mental checklist:

  1. Learn about the specific hazards you encounter on the job
  2. Choose the proper PPE made to guard against those hazards
  3. Check that your PPE is in good working order
  4. Fit — make sure everything fits comfortably so you will actually wear it every day
