PPE Is the Last Line of Defence — Not the First

Ask most workers what keeps them safe on site and they will point at their boots, their gloves, and their hard hat. That instinct is understandable, but it gets the hierarchy backwards. PPE protects you only after everything else has failed.

The video puts it plainly:

If an incident happens, PPE will not stop the incident — it will reduce how badly you are injured by it.

That is the whole philosophy in one sentence. A hard hat does not stop a spanner falling from a scaffold; it stops that spanner from fracturing your skull. Safety boots do not stop a drum of cable being dropped; they stop your toes being crushed underneath it.

Under the Management of Health and Safety at Work Regulations 1999, employers must work through the hierarchy of control in order: eliminate the hazard, substitute something safer, engineer a control, apply administrative measures such as permits and safe systems of work, and only then reach for PPE. If someone hands you gloves as the first answer to a hazard, the risk assessment has not been done properly.

The Law Behind Your PPE

Before running through the seven types, it is worth knowing which regulations sit behind them. Test questions frequently name the legislation directly.

  • Health and Safety at Work etc. Act 1974 — Section 2 places a general duty on the employer to provide a safe working environment. Section 7 places a duty on you to take reasonable care of yourself and others, and to co-operate with your employer. Section 9 makes it illegal to charge a worker for PPE.
  • Personal Protective Equipment at Work Regulations 1992 (as amended 2022) — PPE must be suitable for the risk, correctly fitted, properly maintained, stored appropriately, and workers must be trained in its use. The 2022 amendment extended these duties to cover many workers previously classed as self-employed or casual.
  • Control of Substances Hazardous to Health Regulations 2002 (COSHH) — governs respiratory protection, chemical-resistant gloves, and eye protection where you work with solvents, resins, fluxes, or dusts.
  • Control of Noise at Work Regulations 2005 — sets the action values that trigger hearing protection.
  • Work at Height Regulations 2005 — covers harnesses and fall arrest systems.
  • Construction (Design and Management) Regulations 2015 (CDM 2015) — places PPE provision within the wider duties of the principal contractor and requires site rules to be communicated at induction.

A useful shorthand: the employer must provide, maintain and train. You must wear, inspect and report.

The 7 Types of PPE

1. Head Protection

The safety helmet is the most visible piece of site PPE and usually the first thing checked at the gate. It protects against falling objects, swinging loads, and — the one people forget — walking into low steelwork or scaffold tube.

Key points for site and for the test:

  • Helmets have an expiry date moulded into the shell. Replace them at the manufacturer’s stated interval, and immediately after any impact, even if there is no visible damage.
  • Never drill, paint, or apply solvent-based stickers to a shell — it degrades the plastic.
  • The harness inside must be adjusted so the helmet sits level, not tipped back.
  • Colour conventions vary by site: white for managers and competent operatives, blue for general operatives and apprentices, orange for slingers and signallers, green for first aiders or new starters. This is a site rule, not law, so confirm it at induction.

For electrical work, check the helmet is rated for electrical insulation if you may work near live parts.

2. Eye and Face Protection

Eyes are unforgiving. There is no partial recovery from a metal splinter or a splash of cleaning solvent. Sparky work generates all of it: drilling into masonry, chasing walls, cutting trunking, cable stripping, and arc flash from switchgear.

  • Safety spectacles — general impact protection for drilling and cutting.
  • Goggles — a full seal, needed for dust and chemical splash.
  • Face shields and welding masks — for grinding, hot works, and welding. As the video notes, welding produces radiation that damages eyes even from a glance at the arc.

3. Hearing Protection

Noise damage is cumulative, painless, and permanent. You do not feel it happening, which is exactly why it gets ignored.

Under the Control of Noise at Work Regulations 2005:

  • Lower exposure action value: 80 dB(A) — the employer must provide hearing protection on request and offer information and training.
  • Upper exposure action value: 85 dB(A) — wearing hearing protection becomes mandatory and the area must be marked as a hearing protection zone.
  • Exposure limit value: 87 dB(A) — must not be exceeded, measured with the protection taken into account.

A rough field test: if you need to shout to be understood at two metres, you are likely above the action values. Earplugs suit long shifts in continuous noise; ear defenders are quicker for intermittent tasks like chasing or breaking out.

4. Respiratory Protection (RPE)

Dust and fumes are the silent killer in construction — far more workers die of occupational lung disease each year than from falls. Electricians face silica dust from chasing and drilling, fibres from old insulation, soldering flux fumes, and vapour from adhesives and cleaning products.

  • Disposable FFP2 or FFP3 masks cover most dust tasks.
  • Half or full face respirators with the correct filter cartridge are needed for chemical vapour under COSHH.
  • Face fit testing is a legal requirement for any tight-fitting RPE. Beard growth breaks the seal — a mask that does not seal offers no meaningful protection at all.

If you suspect asbestos, RPE is not the answer. Stop work, leave the area, and report it. Only licensed contractors may disturb asbestos-containing materials.

5. Hand Protection

The video makes the point that hands are involved in virtually every task on site, which is why they account for such a large share of reported injuries.

One critical warning: never wear loose gloves near rotating machinery such as pillar drills or bench grinders. A glove caught in a chuck will pull your hand in with it. In that situation, the glove is the hazard.

6. Foot Protection

Safety boots protect against three separate things at once, and they matter more than most people realise:

  • Toe cap — crushing from dropped tools, materials, and cable drums.
  • Midsole plate — penetration from nails and screws left in timber.
  • Sole — slip resistance, and insulation from hot surfaces or static discharge.

The video’s example is hot metal splashing onto exposed feet in a plant environment — trainers offer no protection whatsoever. On a construction site, the far more common scenario is standing on an upturned nail while carrying a cable drum. Look for boots to BS EN ISO 20345, and choose an antistatic or electrically insulating specification where the work demands it.

7. Body Protection

Body protection covers everything from routine visibility to life-saving fall arrest:

  • High-visibility clothing — mandatory on almost every site, and essential wherever plant and pedestrians share space.
  • Overalls and coveralls — protect skin from chemical contact, irritation, and dermatitis, which the video flags as a major cause of long-term skin problems.
  • Flame-retardant and arc-rated clothing — required for live working and switching operations, where synthetic fabric would otherwise melt onto skin.
  • Safety harnesses and lanyards — under the Work at Height Regulations 2005, a harness is a fall arrest system and must be pre-use inspected, correctly attached to a suitable anchor point, and backed by a rescue plan. A worker left suspended in a harness is an emergency, not an inconvenience.

Your Responsibilities as a Wearer

The video is direct about this, and so is the law. Providing PPE is only half the job:

  1. Wear it every time — not just when a supervisor is watching. Most PPE-related injuries happen during “quick jobs”.
  2. Inspect before use — check for cracks, splits, perished rubber, worn treads, and expired dates.
  3. Report defects immediately — damaged PPE is worse than no PPE, because it gives you false confidence.
  4. Store it properly — heat, sunlight, and solvents degrade helmets, gloves, and harnesses.
  5. Attend the training — under the PPE at Work Regulations, your employer must train you in correct use, and you must co-operate with that training under Section 7 of HASAWA 1974.
  6. Never remove PPE to work faster — if a task genuinely cannot be done in the PPE, that is a sign the method needs changing, not the protection.

If a colleague is working without required PPE, say something. Under CDM 2015 the site has a duty to enforce its own rules, and a quiet word is far easier than an accident report.
