PPE Starts Before You Pick Up a Tool

Personal protective equipment is one of the 11 core topic areas on the ECS HS&E test, and it is a topic where examiners love to test your understanding of principles, not just kit. The most important principle is this: the decision about PPE begins long before you approach the job, with the risk assessment.

Once hazards have been identified, your employer must apply the hierarchy of control — eliminate the hazard, substitute it, isolate it, or reduce it with engineering and administrative controls. Only when a residual risk remains does PPE come into play.

“PPE, both basic and specialised, is always considered to be the last line of defence between a hazard and the worker. All other attempts at controlling the hazard should be addressed first.”

This is exactly how UK law frames it too. The Health and Safety at Work etc. Act 1974 places the overarching duty on employers to protect workers, and the Personal Protective Equipment at Work Regulations 1992 (as amended 2022) make clear that PPE must be provided free of charge — but only as a last resort, where risks cannot be adequately controlled by other means.

Let’s work through the basics, from the head down.

Head Protection: Hard Hats

Hard hats vary in style, but they all share the same essential components:

  • The shell (crown) — designed to withstand impact and penetration, protecting your skull and brain
  • The suspension and headband — absorbs, distributes, and deflects impact energy, and keeps the hat seated on your head
  • Chin straps — required on some sites, particularly when working at height or in windy conditions

In the UK, industrial safety helmets should meet BS EN 397. Hard hats are graded for different levels of impact, so always check that yours is appropriate for the task — ask your supervisor if you are unsure.

Two golden rules:

  1. Inspect before every use. Check the shell and suspension for cracks, dents, or UV degradation.
  2. Retire it after any severe impact. A hard hat that has taken a serious knock must be removed from service and disposed of, even if it looks undamaged.

Eye and Face Protection

On a construction site there are countless hazards that can damage your eyes — flying particles from drilling and chasing, dust, sprays of hazardous liquids, and arc flash for electrical workers. The consequences can be as severe as permanent blindness.

Key points to remember:

  • Regular prescription glasses are not enough. You must wear properly designed safety spectacles over them, or obtain prescription safety eyewear. In the UK, eye protection should meet BS EN 166.
  • Side protection is essential on safety spectacles.
  • Fit matters. Eyewear should sit firmly but not tightly, as close to the eyes as possible without your eyelashes touching the lenses. A good rule of thumb: it should be difficult to slide a finger between the frame and your face.
  • Face shields provide additional protection for the forehead, cheeks, nose, mouth, and chin when there is a risk of flying particles or liquid splashes — but they are worn in addition to safety eyewear, not instead of it.
  • Maintain it. Clean dirty lenses, replace anything scratched, cracked, or pitted, and never modify the equipment.

Hearing Protection

Extended exposure to high noise levels — on site and off it — can cause irreversible hearing damage. Under the Control of Noise at Work Regulations 2005, employers must make hearing protection available at a daily exposure of 80 dB(A) and must ensure it is worn at 85 dB(A).

The practical field test: if you have to shout to be heard, or cannot hear someone talking nearby, the noise level is probably over 85 dB.

Common types of hearing protector include:

  • Pre-moulded, formable, and disposable earplugs
  • Custom-moulded and semi-insert earplugs
  • Ear muffs (ear defenders)

Where exposure is extreme — above roughly 105 dB — dual protection (earplugs worn under ear muffs) is required. And remember: audio earbuds do not count as hearing protection.

Two cautions worth knowing for both site work and the test. First, a protector only works with a tight seal — earplugs that fit poorly or work loose lose much of their attenuation. Second, hearing protection changes what you hear: alarms, warning shouts, and moving plant may sound fainter or distorted, so stay extra aware of your surroundings and use hand signals to communicate where needed.

Hand Protection: Gloves

Gloves are task-specific, and choosing the right pair matters as much as wearing them at all:

  • Leather work gloves — protection from abrasion and temperature extremes
  • Cut-resistant gloves — protect against cutting hazards (but note: cut-resistant is not puncture-resistant)
  • Chemical-resistant gloves (natural rubber, neoprene, nitrile) — check the safety data sheet under COSHH for the correct glove material, because most harmful chemical exposure comes through hand contact
  • Voltage-rated (insulating) gloves — used for live electrical work, with integrity checked by air-pressure test before each use

Foot Protection

Safety boots or shoes must be worn wherever a hazard to the feet exists — which on a construction site is essentially everywhere. In the UK, look for footwear meeting BS EN ISO 20345, with a protective toecap and, where required, a penetration-resistant midsole for stepping on nails and sharp debris.

Practical tips from the video that hold true on any UK site:

  • Lace them to the top and snugly, to reduce trip risk and give ankle support
  • Check the tread. Like a good set of tyres, your boots need grip — worn soles mean slips
  • Choose for comfort. Ask yourself whether they are comfortable and light enough to wear all day; unlike ordinary shoes, safety boots will not stretch to fit
  • Inspect before and after use. Cracked soles, worn treads, broken leather, or exposed toecaps mean the boots must be replaced

Body Protection and General Rules

Depending on the site hazards, you may also need high-visibility clothing, flame-resistant outerwear, knee protection, or cut-resistant leggings for cutting work. If you wear flame-resistant clothing, the layers underneath must be made of fire-resistant fabric or natural fibres that will not melt against your skin.

Whatever PPE you are issued, the same fundamentals apply:

  • Fit it properly — poorly fitting PPE can create its own hazards
  • Wear close-fitting clothing — no dangling jewellery, loose neckwear, or wristwatches near rotating tools and machinery
  • Keep hair confined so it cannot be caught in equipment
  • Inspect and maintain your PPE so it works as intended
  • Actually wear it — the best kit in the world protects nobody from inside a van
