Why Work at Height Deserves Its Own Toolbox Talk
Falls from height remain the single biggest cause of workplace deaths in UK construction. For electricians, work at height is not an occasional task — it is routine. Cable tray runs above ceilings, containment at high level, luminaires on scaffold towers, distribution boards reached from stepladders: almost every job involves leaving the ground at some point.
This post is based on a site toolbox talk delivered by HSE SAFETY GURU, and it follows the classic three-part structure that makes toolbox talks effective:
“A toolbox talk focuses on three things: what work are we doing today, what hazards will we face while doing it, and how do we protect ourselves from them.”
That simple framework — task, hazards, controls — is exactly the thinking the ECS HS&E test expects you to demonstrate. Let’s apply it to work at height.
What Is Work at Height?
The toolbox talk defines work at height using a threshold common on many international sites:
“Work at height means any work carried out above 1.8 metres from ground level.”
That 1.8 metre figure (sometimes quoted as 2 metres under other standards) is widely used overseas, and the speaker traces the legal duty to take precautions when working above ground back to early factory legislation.
In the UK, the law is stricter — and this matters for your ECS test. The Work at Height Regulations 2005 (WAHR) contain no minimum height. Work at height is any place where, without precautions, a person could fall a distance liable to cause personal injury. That includes:
- Working from a stepladder or extension ladder at any height
- Working on a scaffold, tower or mobile elevating work platform (MEWP)
- Working near an unprotected edge, opening or fragile surface
- Working below ground level where you could fall into an excavation
The overarching duty comes from the Health and Safety at Work etc. Act 1974, which requires employers to protect employees so far as is reasonably practicable, and requires you as a worker to cooperate and not endanger yourself or others.
The Hazards: What Can Go Wrong
The toolbox talk asks the crew to identify the hazards themselves — a habit worth copying. Here is the list it builds:
- Falls of people — slips, trips and overbalancing are the most obvious and most deadly hazard when working at height.
- Falling materials and tools — anything dropped from height becomes a projectile for those below.
- Improper access and egress — an unsafe route up or down is a hazard in itself. If the ladder or stair is wrong, everything that follows is compromised.
- Increasing height, increasing risk — the higher the work, the greater the consequence of any failure.
- Ladder misuse — using the wrong ladder, or the right ladder the wrong way.
- Untagged or defective scaffolding — scaffolds must carry a current inspection tag (typically a green “safe to use” tag). No tag, or missing components, means do not use it.
- Weather conditions — sudden rain, high winds or extreme heat can turn a safe task dangerous in minutes.
- Loose materials at height — unwanted offcuts, fixings and debris left on platforms are waiting to fall.
- Not wearing fall protection — a harness left in the van protects nobody.
“It’s not just these hazards. Whenever you start a job, take two minutes to think: what could go wrong on this task? You’ll spot hazards yourself that no list can give you.”
That two-minute think is essentially a point-of-work risk assessment — a habit that examiners, supervisors and the HSE all want to see.
The Controls: How We Stay Safe
The talk then works through the precautions. These map neatly onto UK site practice:
Permit to Work
High-risk work at height is controlled through a permit to work (PTW) system. The permit spells out the hazards of that specific task, the controls required, and who has authorised the work. No permit, no work.
Full Body Harness — Checked, Not Just Worn
Where collective protection (guard rails, platforms, nets) cannot eliminate the fall risk, a full body harness is required. But wearing it is not enough:
“Check every single part of the safety harness — the lanyard, the buckles, every component — before you use it.”
Inspect the webbing, stitching, D-rings, buckles and lanyard hooks before every use. Damaged or missing parts mean the harness is condemned, not “probably fine”. Your harness is PPE — your last line of defence — so treat it with the same discipline covered in our PPE guide for electricians.
Training
Everyone working at height must be trained and competent for the equipment they use — whether that is a ladder, a tower scaffold or a MEWP. WAHR 2005 makes competence a legal requirement, not a nice-to-have.
Tool and Material Control
- Tether tools with lanyards so a slipped grip does not become a dropped hammer six metres up.
- Secure all materials taken up to the work platform.
- Check the platform itself — is it complete, boarded correctly, and rated for the load you are placing on it?
- Clear loose materials as you go rather than leaving them for the wind.
Fitness for Work
The talk makes a point rarely heard but worth repeating: the person working at height must be physically fit for the task, with medical fitness confirmed where required. Someone who cannot safely manage their own balance and weight at height is a risk to themselves and everyone below.
Weather Watch
Stop work if conditions change. Wind, rain and heat are all valid reasons to come down — no programme deadline outweighs a fall.
The Hierarchy of Control for Work at Height
For your ECS test, remember the WAHR 2005 hierarchy in order:
- Avoid work at height where reasonably practicable (assemble at ground level, use extendable tools)
- Prevent falls using an existing safe workplace or collective protection (guard rails, scaffolds, MEWPs)
- Minimise the consequences of a fall (nets, airbags, harnesses with fall arrest)
